The Old Cotton Oil Mill was Winters’ first local industrial facility. Cottonseed was processed there into press cake, meal, hulls and oil.

Further historic traces lead to the site of the town of Runnels, which was the first county seat of Runnels County. Ranger Peak was named after Company E of the Texas Rangers, which was stationed half a mile east of the summit in 1874. On the summit, the Texas Rangers kept watch for Indigenous people under Captain W. J. “Jeff” Maltby. The Texas Forts Trail runs through Runnels County and leads to eight well-known frontier forts and an old Spanish presidio in west-central Texas.

Lakes, Elm Creek and Shared Excursions

For days with a stronger focus on scenery, Ballinger City Park offers a 20-acre park along the banks of Elm Creek. It features a municipal swimming pool with diving boards and a slide. Ballinger Lake is located about four miles west of Ballinger near the intersection of FM 2111 and County Road 289. Elm Creek Reservoir is situated on Elm Creek in Runnels County, six miles east of Winters.
